Our study addressed the topic of impact studies as a legal means for local communities to protect the environment. The goal was to highlight the powers granted to local communities under applicable legislation and regulations to carry out their environmental protection mission, and to determine the effectiveness of these powers in achieving this protection. We focused on one of the most important legal means available to them to achieve this protection: impact studies. However, impact studies as a means of environmental protection face numerous obstacles that limit their effectiveness and prevent them from achieving their intended purpose. This requires serious reforms in this regard, most notably dedicating training in impact studies and allocating a budget to local communities for environmental protection, and Strengthening oversight and transparency mechanisms for the use of impact studies and opening up opportunities for public participation.
