LA PARTICIPATION CITOYENNE ET L’ESPRIT COMMUNAUTAIRE DANS UN PROJET D’ELABORATION DU PLAN PERMANENT DE SAUVEGARDE

Les deux vieux quartiers de la ville de Oued souf « Messaaba et Acheche » ayant le statut de secteur sauvegardé depuis l’année 2013, ils ont été dotées d’un projet d’élaboration du plan permanent de sauvegarde.
Le citoyen est un élément déterminant dans ce projet parce qu’il constitue l’élément qui fait vivre ce patrimoine. De ce fait, la concertation citoyenne doit être au cœur du processus du projet, l'efficacité de sa participation dépend des différences individuelles. Ces variables pourraient être démographiques, de personnalité, ou de l’esprit communautaire.
L'objet de cet article est d'examiner le niveau de l’esprit communautaire qui influe sur le processus de participation des citoyens concernés par le projet d’élaboration du plan permanent de sauvegarde, à travers une enquête qui a été engagée auprès des habitants de ses deux vieux quartiers.
