Abstract

Abstract : Illegal speculation is considered one of the most dangerous criminal phenomena that has recently surfaced, negatively affecting the national economy in general and the consumer's purchasing power in particular. This deterioration prompted efforts by those responsible for the state's economic policy to restore a certain balance in the relationship between consumers and various market actors. In this regard, Law 21-15, concerning the fight against illegal speculation, was established as a foundational step in laying the groundwork for protecting the various components of the state's economic system, strengthened by the role of regional authorities. These authorities, as part of general administrative oversight, are responsible for regulating the market and protecting public order at the local level due to their privileged position in relation to the occurrence of violations and infringements.
