Abstract

يعتبر الحق في السكن من أهم المبادئ التي تكفل كرامة الإنسان، وتضمن له الاستقرار، وهو السبب المباشر الذي جعل المشرعين على مستوى مختلف الدول يتدخلون بغية إضفاء صبغة دستورية عليه، للرفع من شأنه وليصبح ملزما لكافة السلطات، وهو ما ساهم في نقله من الإطار النظري إلى الفعلي من خلال مجموعة من الأطر المؤسساتية والصيغ السكنية. ولذلك جاء هذا المقال ينشد بيان أهم المفاهيم المتعلقة بثنائية المقال المتمثلة في الترقية العقارية والحق في السكن، وبيان مختلف الصيغ السكنية التي جاءت لتطبيق هذا الحق في الجزائر.
