Support measures for star-tup and innovation in Algeria:interpretation of the provisions of Executive Decree No 20/254

Abstract

Within the framework of the promotion and development of small and medium enterprises, Star-tup appearedas an engine for this sector in Algeria. These enterprises deserve to the necessary support mechanisms, allowingit to takeitsrightful place in order to to embody the output of scientific research and limit the brain drain. In this light, different incubators have been introducedwho cares to accompany and the incubation of new businesses and new projects. However, Executive Decree No. 20/254 provides for special measures by setting up a service responsible for granting, undercertain conditions, the brand image of a Star-tup and innovative project. In addition, the upgrade of the incubator system, by creatinga brand image of a business incubator granted to anylegal structure, wishing to specialize in the accompaniment and support of Star-tup and innovative projects.
