Smart Cities Strategy between Implementation and Activation Mechanisms"

Abstract

شهدت المدن الذكية تطورا متسارعا في ظل ثورة تكنولوجيا المعلومات أو مايعرف بالتحول الرقمي و هو ما إنعكس على النمط العمراني عامة و الإدارة الحضرية خاصة ، حيث إعتمدت هذه الأخيرة إستراتجية الموازنة بين التنفيذ بتطوير البنية التحتية التكنولوجية( الشبكات الذكية و أنظمة البايانات ) و التفعيل لتحقيق أثر ملموس على جودة الحياة و وضع آليات الربط بينها، مع التركيز على تحقيق أهداف التنمية المستدامة بابعادها الثلاث، ومن هذا المنطلق يتضح أن تبني فكرة المدن الذكية من قبل الدول لم يكن خيارا بل ضرورة حتمية فرضتها جملة من العوامل على راسها الثورة الصناعية. كلمات مفتاحية: المدن الذكية ، تكنولوجيا المعلومات ، التحول الرقمي، البنى التحتية. Abstract: Smart cities have witnessed rapid development in light of the information technology revolution, or what is known as digital transformation. This has reflected on the urban pattern in general and urban management in particular. The latter adopted a strategy of balancing implementation by developing the technological infrastructure (smart networks and data systems) and activation to achieve the goals of sustainable development across its three dimensions. From this perspective, it is clear that the adoption of the smart city by nations was not a choice, but an inevitable necessity imposed by a set of factors, foremost among them being the industrial revolution.
