Abstract

The issue of the quality and consistency of legal texts is one of the most important factors that attract national and foreign investments, which in turn form the backbone of any country's economic life. Also, the investor is always looking for a security field for investment, which is provided by legal security, which is a process and not just a perception, aimed at creating a state of stability in legal relations and centers, and in the legal texts themselves. However, achieving legal security in Algeria is not a simple matter, as it knows many practices, traditions and data that formed an impregnable bulwark against it, such as the inflation of legal texts and their instability and the large number of legislative exceptions, in addition to the factors related to the judicial authority and the extent of its independence in light of the observations recorded on the Algerian Parliament and its deficient role in discussing Correction of bills.
