The liberalization of foreign trade has led to the dynamism of export and import operations, and despite the importance of the activity for the national economy, this raises great concerns that threaten the safety and health of the consumer, in particular due to the entry of goods that do not comply with legal standards caused by fraud by importers or by smuggling. In order to activate the fight against these risks, the State has tasked border inspectors with quality control and the repression of fraud, and the customs administration to fight against these phenomena. The effectiveness of these bodies depends on the importance of the powers and prerogatives attributed to them, as well as the mechanisms of their intervention, and the human and logistical resources granted to them to accomplish their missions to ensure the protection of security. and consumer health.
