Challenges of digitalization of public administration to protect competition in the field of public procurement

Abstract

As a result, of the quick development of technology, digital transformation has become an urgent need in all fields. All operations are now automated by electronic means, far from the traditional method that relies on the human element. This was reflected on the quality of services provided at the level of public administrations, which are considered the engine of development in the state and a mechanism for serving citizens. This is why have chosen this topic in order to try to identify the impact of the digitization of management on competition in public procurement. After the study and analysis, we concluded that the digitization of public procurement through the creation of the electronic portal would have a positive impact in order to reach real and effective competition if this portal is implemented on real life; because of the speed, effectiveness and cost-effectiveness of announcing the deal electronically, non-discrimination between competitors, and facilitating and easing administrative procedures compared to the traditional method of contracting.
