CITIZEN PARTICIPATION AND COMMUNITY SPIRIT IN A PROJECT TO DEVELOP THE PERMANENT SAFEGUARD PLAN

The two old quarters of El Oued souf city "Messaaba and Acheche" having the status of protected sector since 2013, they have been given the elaboration of the permanent safeguard plan project.
The citizen is a determining element in this project because he constitutes the element which brings this heritage to life. Therefore, citizen participation must be at the heart of the project process, the effectiveness of its participation depends on individual differences. These variables could be demographic, personality, or community spirit.
The purpose of this article is to examine the level of community spirit which influences the participation process of the citizens concerned by the project for the development of the permanent safeguard plan, through a survey which was undertaken among the inhabitants of its two old quarters.
