الملخص

يعد الإغراق من أقدم الملوثات التي تلحق بالبيئة البحرية حيث يرجع الى العصر الذي استغل فيه الإنسان البحر، وقد أصبح اليوم من أهم القضايا المثارة، وباتت المحافظة على البيئة وحمايتها منه أهم واجب عاجل على عاتق البشرية جمعاء.

وبالنظر إلى الآثار الضارة بالتوازن الإيكولوجي للبيئة البحرية والتي يسببها اغراق النفايات و الفضلات السامة ، فقد تعددت الاتفاقيات العالمية المتعلقة بحماية البيئة البحرية من التلوث بالإغراق، غير أنها ليست على صورة واحدة في تحقيق هذه الحماية ، فقد جاءت بعضها لتقرر حمايتها للبيئة البحرية من الاغراق بصفة خاصة كمصدر للتلوث ، وتمثلت في اتفاقية أوسلو لعام 1972، واتفاقية لندن لعام 1972 ، في حين جاءت أخرى لتضفي الحماية الازمة لعموم مصادر التلوث ، بما فيها الإغراق ، وتمثلت اساسا في اتفاقية قانون البحار لعام 1982 .

وسنحاول في هذه الدراسة التطرق الى مختلف القواعد الحمائية التي جاءت بها هذه الاتفاقيات لحماية البيئة البحرية من التلوث بالإغراق.
